     The total household receipts, before taxes, from                     
     all sources.  Income does not mean assets or   
     funds which the applicant has no control.  


2.  How many times can I apply?
This is a one time payment per household per program year which runs from October 1, 2004 through September 30, 2005.  Households are served based upon availability of funds.

3.  If I rent, do I still qualify?
Yes, this program is available to both renters and owner occupied households which meet the income quidelines.   Please note: Subsidized housing applicants receive a lower payment due to utility allowances figured in their rent.

4.  What is the eligible income level?
The household must be at or below 60% of Median Income (Oregon Statewide Average).   See income guidelines on back of brochure.

5. What is my “primary heating source”?
Primary heating source is the main type of fuel used to provide more than 50% of the heat to the residence.
Text Box: Pre-screening of elderly and disabled households starts in October with applications from the general public accepted beginning in December.  
YCAP processes applications through the mail.  
If you have received LIEAP in the past year, you should receive an application packet sometime during  the fall months.   
If you did not receive LIEAP assistance last year, detach the LIEAP referral application request from this brochure and mail it to us promptly.
A return application packet will be sent to you.

Text Box: 	The intent of the Low-Income Energy  Assistance Program (LIEAP) is to provide financial support to eligible households to offset residential energy costs.  LIEAP is not an entitlement program.   
	LIEAP funds are authorized by the Federal Human Services  Reauthorization Act as determined by Congress.   Congressional  findings confirm that there have been dramatic increases in home energy costs and that these costs impose a disproportionately larger burden on fixed-, low- and lower-to-middle-income households.  Congress recognizes that; adequate home heating is a necessary aspect of shelter, and that deficiencies in home heating pose a threat to life, health and/or safety .
